the dragon said that it would reward me by giving me
permission to go through some places that have those
weird undispellable green barriers, i think.
but it left without rewarding me! i said the word "quark to the control panel thing and i find the dragon gone, and i have no reward!!! how do i find the dragon now?

The dragon never said she would let you into areas blocked by green portcullises. However, she did knock down a wall at the bottom of the administrative level, allowing you to explore the rest of the school.

Her reward was helping you by knocking down the giant magical wall in your way. After you kill the platebug queen guarding that section you can explore the lower levels.
