The Onyx Scepter is for closing dimensional rifts, not portals. You have to turn the portal into a rift, which means you have to sabotage it. It's not hard to figure out how. Ow. You're screwed, I'm afraid -- although I think you can use the Character Editor to give yourself the ritual, if you don't mind cheating a little. I forget who you learn the ritual from.
