:confused:
anyone know where the papers i need for the rebels are? I killed Monarch before I got the quest to get the papers so I'm hoping I can still get them, otherwise I've looked everywhere I could think of

They are in a small previously sealed cabinet, off of his bedchambers in the area where you killed em. (And you can still get em, I found them before I got the quest in the first place)

Hrm... you mean in his bedchambers directly? I've opened both cabinets there but only found a key and a baton...
