As usual, the Quick Strike description is incorrect. You get TWO INDEPENDENT chances to get +1 AP, each equal to 5% per point of Quick Strike. So with 5 Quick Strike you have two 25% chances, which means you have about a 43.5% chance of getting at least +1 AP. With 10 Quick Strike you have two 50% chances, or about a 75% chance of getting at least +1, but still only a 25% chance of getting +2.
