Where is the sage that identifies the unknown scrolls in Fort Sanctuary located?

Which scrolls do you mean? And what fort, because there is no Fort Sanctuary. Perhaps you mean Fort Monastery?

I get those names mixed up. Yeah Fort Monastary. The scrolls the Mage Lady tells me to take a look at in her quarters.

If I recall correctly, it's someone in Formello... but just keep looking around. If they aren't in Formello, they're probably at the Tower Colony.

(All I can remember is that you finally get them translated in SPOILER)

It's a surprisingly long quest. The first step after you get your hands on a copy of the scrolls is to go to Formello; the librarian there specializes in languages. She'll set you on the next stage.
