The third crystal shard is in the Geneforge, which is the area furthest to the NW of the world map. I'd start by looking in the NE part of the Geneforge area. If you're looking for one of the other two parts, one is in the drakon holding area inside Benerii-Uss Holding. The other is in Benerii-Uss Shaping.
