I'm playing as a rebel, and Elek said I should go chat to Hoge. When I get into Khor's Deep, though, the serviles are all hostile, and so is Hoge. Is there anything I can do to make Hoge be nice and talk to me at least a bit? Do I need more Leadership, or less canister use? Or is Hoge just round the twist, and there's nothing I can do?

You need to do the kill Khyryk quest before Master Hoge will speak with you.

It's worth talking to him. You get to freak him out about his canisters, or claim his territory if you'd like. The NPCs tripped out on canisters are some of the better conversations.
