No. You can use the editor to do it, and then you'll see why you can't. Skill potions are an Exile thing. Knowledge Brews (which varied in power -- 5 skill points in A1, 3 in A2 and A3) were the norm in Avernum. Actually, knowledge brews gave you five skill points in A2 also. I know because I got mad the first time I drank one in A3 (yesterday) right after playing A2.
