1. Barzites can be taught this from Burham, in the Radiant College. Takers can get it from Salgurdar in Benerii-Uss. Neither of them will teach you until you have been modified. You can find canisters of Create Drakon in Shath's Waste, Benerii-Uss Entry, Benerii-Uss Holding, and Inner Gazak-Uss. 2. That depends on where you are in the game. 3. You can't quit the Loyalists without joining another faction, and there is no way for you to rejoin a faction that you left without using the cheat codes. It is possible to rejoin the barzites without cheating. AND the first place you can learn to create a dryak is in the upper reasearch hall, if you are Loyalist or your beliefs reflect the Shapers.
