If my memory doesn't fail in the blades of exile they had lvl 5 mage spells. However, now in Blades of Avernum they are capable of castin Arcane Summon, and summon a group of vampires inmediatly making them way harder to kill.

Because, in BoA, Arcane Summon is really, really unfair.

The good news is that we can fix it, though. Changing summoning classes will make Arcane Summon less unbalancing, which most scenarios will do, I think.

Be glad they can't cast Arcane Blow. But Drakes were reasonably powerful in BoE, and without Arcane Summon, they aren't quite the menace that they should be in BoA. Fireblast is like Firestorm, but they don't have major haste!

But I really wish that monsters capable of casting Arcane Summon wouldn't be able to be summoned themselves.

EDIT: May it be noted that Drakes have steadily been increasing in power over the course of the Avernum games.

Er, no. It requires changing default items, but one need not touch corescendata to do that. Read the part of the docs with the heading, "Trick To Change Default Things (Advanced)."

One could make vampires unable to summon themselves with this bit of code in one's custom objects script (and here I am assuming that summon class 10 is high enough, but I don't actually know):

Oh please, I found it highly annoying in the
Za-Khazi run when I was fighting that powerful
wizard in the Opal Mines. He/she kept casting
Arcane Summon and summoned Vampires and the
Vampires casted Summon Aid and summoned
even more pests! It took a load of Fireblasts
to take them down. I only had two characters in my party at the time.
