Assuming that you mean the control panel in Major Waste, you need a key from the library golem. There is a book missing in the School Library. You can find several textbooks around the school (one in the Student Quarters by the meditation cells in the west of that area, past a secret door one of the southern cells). Drop it on the rug where there's clearly a textbook missing. You'll get a key in return. EDIT: If you need help with any of those steps, re-post with which one you're having trouble with. You'll need the opening stone, which you get from the spiders. (The ones that everyone keeps killing.) Of course, you'll need to talk to some other beings first... Explore the lower part of the school first. Once you've met the people who tell you what to ask the spiders, go back and do a mission for the spiders.
