I don't know if I'm just particularly slow, but I can't seem to find Selathni, or wherever I'm supposed to get the papers from. *sigh* Sign near Muck says 'Selathni-80 miles south'. So I go south. Alot. Nothin'. Help please?

Selathni's the town you started the scenario in.

That's where you put the papers, though, not where you get them. The papers themselves are in an abandoned Empire fort; head north and slightly west from Selathni and you'll find it.
