The system on Spiderweb appears to stress age and achievement of the members, which means anyone who's been here longer or has made a lot of scenarios gets to say what goes. Valorim, dammit! Edit2: Also, putting Aizo NE of Pralgad would at least make it far more plausible why they settled Pralgad first, instead of Valorim.
