I just checked that in a dictionary. It says "by June the first" == "not later than June the first". Meaning: As long as the date is June the first, you can still submit. It is a tricky expression, because "by five o'clock" means that at 5:01 you are already late. Five o'clock is a moment, but June the first lasts 24 hours.
