Enabling the Character Editor

Error message

Deprecated function: implode(): Passing glue string after array is deprecated. Swap the parameters in drupal_get_feeds() (line 394 of /var/www/pied-piper.ermarian.net/includes/common.inc).

I disabled the character editor, and when I did a window came up that said if I wanted to re-enable the editor, I could go to avernum.com to find out how.

Well I can't find anywhere on the site how to re-enable the character editor. How does one do this?
