Not me. I voted for the following:
Stalker, because he actually tried to do something.Zenbu/Casimir. He's evil, but then again, he's not.Janok, who's insane, yet in a refreshing way.Dalaghant, who's highly charismatic, and somewhat humorous. For a demon, anyway.Arivan, who actually showed some compassion. And then she died.Someone may have voted for Rentar as a joke, though. And it's not too bad. I really had to dig to find at least one main villain from each scenario. Sadly, I didn't find any for VoDT, Z-KR, Nine Variations, HLPM, Artifact Hall, or Dallerdin's Scenario. Of course, a few of these I really didn't expect to find one.

Without a lot of backstory, I think Maynard and Vakhos are both the best developed characters in BoA. Although DWTD doesn't strike me as a great scenario, it has interesting NPCs.

I haven't played half these scenarios, the ones I played I didn't like, I won't name them... yet.

I made the safe bet and went with the greatest villain of all time, even though she's not a villain and was just trying to avenge horrible atrocities committed against her people.

Dikiyoba would have liked to vote for Lord Volpe as well. After all, his greed was what caused the mistreatment of the peasants and caused the Hill Runners to rebel.

Emery J. Bishop might've been my favorite (that I didn't create)... I just wish some sort of confrontation were possible in Canopy... one that didn't result in a horribly painful death.

The Lyfan, while it will kill you, isn't really a villain. It has no direct opposition to your goals and does not harm you or anyone aligned with you over the course of the story unless you attack it yourself and die.

I must admit I am surprised to see Stalker received so many votes. I could have sworn the plot was designed for you to feel sympathetic towards the rebels. Even I, heartless as I am, felt a little remorse when I threw that explosive box thing right into Luna's face. I imagined her being attractive. What a waste.

Edit: Stalker is now in first place with 35% with Vahkhos in second with 29%! I don't understand how this is happening. Do the twelve that voted for him care to explain?

It's probably as I said in another topic recently: the best villains are not just the ones who sit in their towers cackling and ordering innocent children to be slaughtered; the best villains are the ones who have a legitimate point to be made and happen, via circumstance or hubris or whatever, to be on the opposing side of the struggle.

Even Vahkohs has a vulnerable, sympathetic side. If you recall, his actions were in direct response to his torture at the hands of Lord Maynard.
By the time the party enters the story, he's desperate, despite being heartless.

Death, as an example for the other hand, makes a very poor villain because, despite his mysterious and destructive nature, he has no aggressive motivation, no soft side, no plot twist. He claims his kin, takes revenge, and then just hangs around to kill people.

EDIT: I'd like to add, as an afterthought, that the best villians also make the best anti-heroes.
