If you don't have a browser that automatically saves undisplayable files instead of displaying them, just right-click on the link and click 'Save Target as'. When I click the link, my browser asks me what folder I want to save the download in, and then starts downloading. You are not supposed to try and open the zip-file online. It contains two PDF-documents of considerable length. What browser are you using? If it is not too exotic, I might have it and try to help you.
